Serves as accounting technical expert for the Walla Walla District Revolving Fund or Civil Works activity. Advises on specialized Revolving Fund activities such as facility account management, distribution of costs to civil funded projects, labor and payroll accounts. Duties: Provides program and district managers with accurate and timely financial information and advice. Evaluates account balances, trends, and conditions thereof to provide guidance to operating officials. Provides accounting data and support to budget and program managers for preparation of budgetary and program data. Interprets accounting regulations and gives financial advice and recommendations based on law, regulations, and professional knowledge of accounting practices. Solves difficult financial management problems in the organization's programs. Projects fund requirements and makes recommendations to managers and higher authority for additional requirements. Initiates and recommends procedures and policies to prevent waste, fraud, and abuse of resources. Ensures adequate internal control reviews on cost accounts and general ledgers. Qualifications: Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Accountant GS-0510-7/9/11/12: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B.
